4. “Armed Forces Military and Civil Transportation Planning in Offshore Islands During Chinese New Year” information:

1. Transportation for officers and soldiers returning home: 

(1) The holiday method and number of days for the consecutive Chinese New Year holiday of the Armed Forces are properly arranged by the Kinmen, Matsu, and Penghu defense commands according to the “Taiwan and Penghu Defensive Combat Armed Forces Combat Readiness Regulations”. The Army Logistics Command is responsible for the coordination and planning of round-trip transportation for officers and soldiers, and flight peak hours will be avoided to reserve limited seats for citizens.

(2) As for the transportation method, the air transportation will be conducted using C-130 transport aircrafts and airliner group bookings (off peak flights) and implement scattered transportation in batches for Kinmen, Matsu, and Penghu areas from January 31st to March 1st. Furthermore, the sea transportation will arrange relevant voyages and implement transportation for Dongyin, Matsu, and Wuqiu areas.

2. Supporting the Ministry of Transportation and Communications on implementing emergency disperse procedures:

(1) Actuation time: primarily based on the “Passenger Disperse Emergency Response Mechanism During Airport Suspension, Landing and Taking Off” of the Civil Aeronautics Administration. When a significant amount of people is being held up due to bad weather at offshore islands or important festivals, and when the civil traffic volume cannot be loaded promptly, the Ministry of Transportation and Communications will fax an official letter to the Ministry of National Defense and request a dispatch of troops to support the implementation.

(2) Standby time: coordinate with the disperse schedule of the Ministry of Transportation and Communications during the Chinese New Year; a total of 11 days on standby and support has been planned so far between January 16th and February 16th.

(3) Transportation force: C-130 transport aircrafts will standby at the Pingtung Airport by following the usual disperse method during Chinese New Year and the disperse application schedule of the Ministry of Transportation and Communications and provide support requirements without impacting the combat readiness drill missions and competing for benefits with the citizens.

(4) Disperse effectiveness for the past 3 years: statistics show that the ministry has dispatched a total of 136 C-130 transport aircrafts and assisted with dispersing a total of 7,702 soldiers and civilians between 2016 and 2018.

5. “Uninterrupted Medical Service from Armed Forces Hospitals During the Chinese New Year Holiday” information:

The Ministry of National Defense has stated today (30th) that each armed forces hospital will continue to provide normal emergency and admission services during the 2019 Chinese New Year consecutive holiday in order to provide medical services for the civilians, as well as armed forces officers, soldiers, and family dependents.

The Ministry of National Defense pointed out that the out-patient opening timetable of each armed forces hospital during the Chinese New Year holiday can be found in the attached table.The detailed out-patient opening time for each armed forces hospital will be posted on the website of the Medical Affairs Bureau and various armed forces hospitals (http://mab.mnd.gov.tw/NewsDetail. aspx?id=117). Citizens, armed forces officers, soldiers, and family dependents can inquire online or call various armed forces hospitals to understand the relevant information.
